2019 Legislative Update 

The SDSLHA Board continues to monitor and address bills related to SLPA practice and telepractice services during the 2019 SD legislative session.

SB 136: An Act to provide for the utilization of telehealth by a health care professional passed in the House of Representatives on 3/7/19.

SB 137: An Act to provide for the payment of claims for covered services provided by a health care professional via telehealth passed in the House of Representatives on 3/7/19.

SB 146: An Act to revise certain provisions regarding licenses for speech-language pathology services passed in the House of Representatives on 3/7/19.

SDSLHA worked with Representative Hunhoff to introduce amending language to SB 146 to remove application procedures for licensing SLPAs under the exception in SDCL 36-37-19, to limit practice to education settings, and to clarify that no new SLPAs can be licensed without meeting the full requirements for SLPA licensure that are currently in law. During the House Education committee, SB 146 was amended by Representative Johns to extend the expiration date for the exception to 2024, giving those currently licensed under the exception 5 additional years to meet the educational requirements for SLPA licensure.
